European ban on Iranian oil tests sanctions limits

BRUSSELS, June 30 ? A European Union embargo on Iranian oil comes into effect tomorrow with Western governments hopeful economic pain will persuade Tehran to scale back its nuclear work but also mindful they are pushing against the limits of sanctions.

Combined with new measures coming into force this week in the United States, the European ban constitutes a major international push to pressure the Iranian government over its nuclear ambitions.

But even before its full implementation on July 1, EU heavyweights Britain and France have signalled more sanctions could be needed to force Tehran to address their concerns it is producing a nuclear bomb. Iran denies this, saying its nuclear work focuses on energy supplies and medical needs.

While the spectre of the oil ban and US measures appear to have brought Iranian negotiators back to the table in April and again in May and June, there has been little tangible result in terms of nuclear concessions.

Diplomats and experts say, however, the room for manoeuvre for European governments is shrinking.

"A lot of what could have been done has been done," a senior EU official said, highlighting the overarching concern that there are no more economic sectors where real pressure can be brought to bear.

"Oil is the main source of revenue for the regime. There are no significant sectors which could produce such an impact without adding unintended effects," he said.

The West is wary of imposing a broad trade embargo on Iran, that would be reminiscent of crippling sanctions against Iraq and South Africa that caused significant economic difficulties for their populations.

What EU governments may have to focus on in the coming months is the painstaking and slow process of combing through Iranian industry to find front companies for firms that face sanctions or go after evaders, and freeze their assets.

"We can always find new measures but ... it will not be such an easy process," the EU official said.

That process, some European diplomats say, is being hampered by a growing number of cases filed by Iranian firms in the European Court of Justice against sanctions decisions.

In two recent cases, the court ruled that European governments did not have sufficient proof that companies facing sanctions were involved in nuclear proliferation activities.

A European diplomat expressed concern such cases were setting legal precedents that would complicate efforts to freeze further assets. Hundreds of Iranian institutions and companies are already targeted.

"Iran is trying to destroy our sanctions system. These court cases seriously put in danger our sanctions regime," the diplomat said.

Web of interests

Iranian officials have been dismissive of the impact of sanctions on the oil sector. But there are signs the embargo, which encompasses prohibitions against the import of crude into Europe as well as transport and provision of insurance, has taken a toll on the economy and Iran's ability to secure cash.

Iran's crude oil exports, which according to EU estimates represent some 80 per cent of the government's export revenues and half of its income, have fallen by some 40 per cent this year, according to the International Energy Agency.

In the past, EU imports have accounted for about a fifth of Iran's crude sales abroad. With European insurers accounting for a vast majority of the world's tanker insurance, that prohibition is also having a major effect.

The Iranian rial has lost much of its value this year, inflation is running at some 20 per cent and the prices of staple foods and utility bills have multiplied in the last one to two years. Tens of thousands of Iranians have lost their jobs, and trade between Iran and European countries has halved in a year, according Eurostat data from March.

Meanwhile, nuclear talks have lost steam, after resuming in April following a 15-month hiatus, with Iran demanding sanctions relief before it takes steps to curb uranium enrichment.

Experts from Iran and six world powers - the United States, Russia, China, Britain, France and Germany - are set to meet in Istanbul next week. But at a round of political talks in Moscow this month, there was not enough common ground for negotiators to agree yet whether to meet again.

Diplomats in Brussels say no formal discussions are taking place on new sanctions. If governments agree the way forward would be to target more companies, the process could be slow.

But economists say by focusing, for example, on small banks which are taking over trade transactions from major financial institutions that face sanctions, European governments could tighten the noose.

"I am confident the Iranians are exercising considerable creativity in trying to come up with new mechanisms to evade restrictions," said Patrick Clawson, head of the Iran Security Initiative at US think-tank the Washington Institute for Near East Policy. ? Reuters

Teachers and Administrators, Don't Be Scared of Technology: It Won't Replace the Classroom

Last year, our principal posed this question to our faculty: Can we be rendered obsolete by online learning?

The Khan Academy was receiving widespread attention for propagating the idea of an online learning experience for younger students. There was a general fear among school administrators and teachers in the K-12 education community that this could become an exclusively online learning system; that a computer could replace a teacher, and an online learning environment could replace a classroom.

Could an online learning system replace a classroom? Yes, it could. Will it? Most definitely not.

The skills that are valued in education today, as opposed to ten years ago, require students to be able to do something with raw information. Students, in order to compete in this highly dynamic world, should be able to collaborate with others in order to create, synthesize, interpret, and evaluate information. These skills are not taught by rote learning alone, but rather are learned through discovery, inquiry, and exploration. Many of these skills cannot be successfully taught through an application or website, but must be experienced in class and facilitated by a teacher.

The Internet has changed society s definition of a knowledgeable person. As recently as t he beginning of the 21st century, educated people were those who knew a great deal of information about one or many subjects. Now, many of us carry smartphones in our pockets. The actual worth of being full of information has, as a result of this accessibility, gone down a great deal. In this Age of Information, access to facts and data is no longer available only to the educated elite, but is available to anyone with an Internet connection. So, as a society, what is an educated person ? What value does that person have? What information really matters, and what has been reduced to the level of trivia?

This is where the classroom comes in. A classroom is not a virtual dictionary or lecture hall where students can receive isolated pieces of information, but rather a place where students can learn how to distill and discern the value of the information they find on the Internet, as well as analyze bias, evaluate content, and construct their own knowledge.

Students need to be able to work with other students to come to these new understandings. In the classroom, the collaborative process is preparing our students to contribute to our economy that is now based more on service and face-to-face interactions than the manufacture of goods (as was the case fifty years ago.) This is the case regardless of the socioeconomic level of the school and its ability to access technology. Because of this shift, in today s world we have to be literate in the collaborative process.

While online learning has become prevalent in college environments, for K-12 education, it is simply not sufficient. As John Dewey (2002) states, When the school introduces and trains each child of society into membership within such a little community?we shall have the deepest and best guaranty of a larger society which is worthy, lovely, and harmonious. (p.124) Online learning has created more opportunities for colleges to convey information to students, but the education of younger students requires much more than the conveyance of information. Instead this burden of education includes the preparation of the student for interaction in our larger society.

Just like many other online learning tools, this exclusively online classroom idea can have its place. When Wikipedia first became commonly used, there was concern that it would be an academically unreliable source, and many educators banned its use by students. There is value to Wikipedia: it is a helpful tool in research as a jumping-off point to obtain further information. Similarly, we would be imprudent in completely discounting the value of learning sites like Khan Academy. When students need to reinforce certain skills, these online learning tools can be very helpful. Proponents of Khan Academy laud it for its ability to ensure that each student is held accountable for their own learning, and that certain skill reinforcement is not overlooked in the efforts of keeping up with the pace of the class. If education was simply about skill reinforcement, then this model might actually be a substitute for the traditional classroom; we as teachers know that skills are simply one facet of a well-rounded education.

While technology cannot replace a classroom, teachers would be remiss if they did not take advantage of the multitude of ways in which technological advances can help them further improve their craft. Now, teachers do not have to spend as much time teaching their students facts to memorize, and can devote more precious class time to engaging with the material on a level that requires students to think critically. Technology is a vehicle that makes this possible.

Effective teachers have been guiding students toward reaching deep and meaningful understandings of content for generations; teachers and their contributions are an invaluable part of the education system. It would be just as misguided to assume that teachers can be replaced by technology as it would be to assume that in today s world, teaching can exist without technology. These ideas are not, and should not be, mutually exclusive. In the classroom, there must be a marriage of interaction, collaboration, and technology.

For example, our students used Skype to speak with a state assemblyman; though this face-to-face interaction occurred through a computer screen, students were able to have an educational experience that would not have been possible otherwise. The alternative, letter-writing, would not have as much of an impact on the students. While all interactions should not be conducted by means of technology, its purposeful supplemental use can revolutionize learning experiences without sacrificing that which we hold dear about education.

Teachers skills must improve along with technological advances. While every year, new technologies are touted as indispensable classroom tools, only some will be worthwhile for actual use in the classroom. We teach our students critical thinking and evaluative skills; we need to apply those discerning skills to the multitude of technological tools we have the option of implementing in our classrooms.

Just because an educational tool isn t perfect does not mean it should be disregarded. Just because an online classroom does not replace the role of a teacher doesn t mean that this learning tool has no educational merit. Though there are thousands of technological tools that help enhance instruction, it doesn t mean that teachers will be rendered obsolete.

(AP) ? Justin Gatlin would pick a runoff, reluctantly. So would Maurice Greene, who would do a coin toss as a last resort.

Everybody has an opinion ? even Olympic gold medalists ? about USA Track and Field's hastily unveiled options for breaking a third-place tie between Allyson Felix and Jeneba Tarmoh, who finished in a dead heat in the 100-meter final at last weekend's Olympic trials.

On Tuesday, three days after they raced, USATF still has no idea when it will be resolved.

The sprinters have until Sunday, when the trials end, to decide if they want a runoff ? a winner-take-all race to break the tie ? or a flip of a coin to determine who gets the last spot on the London-bound team. One of them can simply bow out, too.

"I honestly can't tell you why a protocol wasn't in place," USATF President Stephanie Hightower said. "No one ever thought through it. The likelihood of it happening didn't cross anybody's minds."

Surprising, since this has happened before ? to Hightower, no less.

At the 1984 Olympic trials, she finished in a three-way tie for second place in the hurdles. A grainy photo was used to break the tie and she was the odd person out, failing to earn a spot.

"There's no question that everyone was caught off guard," Hightower said. "At least this gives us the motivation to look at our bylaws and competition rules to see if there are any other gaping holes we need to shore up before the next big championship or Olympic trials."

That doesn't exactly help Felix and Tarmoh now. They will compete in the 200 meters and after Saturday's final, if both make it, decide what to do next. The trials went on a two-day break Tuesday and will resume Thursday.

The fear for Bobby Kersee, who coaches both athletes, is that perhaps this cloud will adversely affect his sprinters in the 200. He hinted they may announce a resolution to the dilemma sooner than Saturday.

"It's a unique situation and we still have plenty of time to figure it out," Kersee told The Associated Press late Tuesday night. "Anytime you have a situation like that, you have to come up with different solutions. We're all talking, the athletes are talking, USA Track and Field is talking, in terms of coming up with a solution.

"It's just so the athletes can step on the track Thursday, knowing they can focus on the 200 meters and then deal with what we have to deal with after that."

So far, the women have been pretty much mum on the matter. Their teammates have not.

"As an athlete, this worries me," said Gatlin, who won the 100 last weekend, but will skip the 200. "Because no one knew about this loophole in the system.

"To run the 100-meter final at the Olympic trials and for it to be decided on a coin toss? It blows my mind."

So does a runoff.

"Your coach trains you for three rounds, for six rounds if you run the 100 and 200, and not an extra round. That's looked at as more of a sideshow," Gatlin said. "These ladies should have the respect for someone to say to them, 'Hey, you know what? There should've been a better (system) in place.'"

If left to Greene, an Olympic gold medalist in 2000, he would pick runoff. Maybe.

"That's why you have a coach," he said. "If he said (coin flip), I would have to do that."

As it is, both are eligible to be selected to the Olympic 400-meter relay team. So are Carmelita Jeter, who won the 100, and runner-up Tianna Madison.

There has been some scuttle that perhaps Felix is waiting to see how she fares in her signature event, the 200, before reaching any decision. Should she earn a spot in the 200 and Tarmoh doesn't, Felix might just surrender the 100 spot to her training partner.

"It's noble, but I'm not giving anything up," Greene said. "I fight for everything. Nothing in life is given to you. You have to take everything you want and you have to work for it."

He has a solution ? a made-for-TV special. No other events, just these two women on the track.

"Tell NBC to give them $2 million and have a runoff," Greene said. "Then they'll do it for sure. If they have a runoff, do you realize how much money there's going to be."

Maybe that would work if they weren't already coming off a grueling competition schedule. Kersee is concerned about the possibility of injury, since there's really no rest for either athlete.

The Olympics, after all, are on the line.

"You've come this far. I would gut it out," Gatlin said. "I would run. ... It would bring more excitement to track and field, to have a runoff."

In every other sport, there's some sort of carefully spelled-out tiebreaker in place.

In swimming, deadlocks are settled with swim-offs between the two opponents.

Gymnastics released its revamped tiebreak procedures so it doesn't have a repeat of the debacle in Beijing, where it practically took a NASA physicist to decipher the complicated formula that settled the gold medal on uneven bars. Now the execution mark will be the big deciding factor, and there is the possibility of sharing medals.

Odds of that happening are rare.

Still, it's a plan.

"You're always going to have your haters and your critics," Hightower said. "That goes with the territory. I think we've been responsible, responsive and we've been thoughtful. If this is a way to educate people about our sport, I'll take good with bad."

In a society that craves everything in an instant, the 100 is the ideal race.

Sprinters blaze down the track, lean at the finish line and look up at the giant scoreboard, where the times and places instantly pop up.

Even high-tech cameras couldn't break Saturday night's dead heat in a sport that's long relied on technology. Unlike baseball, which is slowly turning to video replay, track uses images to help sort things out.

But in this case, the image from the outside camera was inconclusive for determining the finish because both runners' arms obscured their torsos ? a key consideration in determining the finish.

The image from the inside camera, shot at 3,000 frames per second, was analyzed by timers and referees, who declared the tie.

"We might even look at where we put cameras in the future," Hightower said. "Now that we've had this incident, it will give us the motivation, for us to do our due diligence to look at things.

"I want to make sure that both (Felix and Tarmoh) walk away from this knowing that there was a fair process in place and they had input into it. They can walk away and feel like we haven't done anything to harm them and their ability long term."

As I was preparing to write today, an idea came to mind. Why not treat our clients (if we coach externally) and our reports (if we coach internally) like customers? Why not take a customer service approach to coaching? It seems rather logical that we lead and assist others in a way that revolves more around their needs than our proximity. Not saying the relationship that a manager and his/her team members establish doesn?t matter?but, I am suggesting that sometimes the familiarity can actually hinder the work we do when we coach.

Here?s what I mean. In our customer service programs, we built a customer service model that contains FIVE MOMENTS OF MAGIC. My business partner, Rick Conlow, has blogged about these in the past (for more information, click here to visit the customer service blog page). These five moments include:

  1. Your Mental Psyche
  2. Your Greeting
  3. Your Ability to Meet Needs
  4. Your Follow Through
  5. Your Problem Solving Skills

?

I won?t go into depth on each of them here, but here?s why they?re relevant when coaching internally (if you?re a manager or a leader) and externally (if your career has been built as a coach).

Mental psyche is all about your attitude. It?s about treating others right, regardless of how you feel. It?s about acknowledging where your attitude has gone wrong and doing what it takes to make it right. It?s a process (and it?s difficult), but it?s essential if you want to coach others respectfully and professionally. If you let your emotions or your relationship with someone interfere with the work you have to do, you are working more from habit than skill. And no client or team member benefits from your carelessness.

The way you greet and welcome a client or team member to a meeting or status matters. That greeting sets the tone for how you two will spend that particular set-aside time together. Sincerity and care are involved here ? even if you have hard feedback to deliver, it?s a must that you approach them intentionally. The other reason the greeting matters is because it can help you establish consistency with your client or team member. A dependable, stable presence is underestimated in relationships.

Meeting the need?is about identifying a solution by listening well, asking the right questions, summarizing accurately and taking the client seriously. When this step is done between an employee and his/her customer, the employee can?t make as many assumptions about the customer?s real need. But unfortunately, the opposite is true in a coaching relationship. All too often, managers are making assumptions about their team?s needs ? which can?t be done if coaches want to identify the real problem through the client?s perspective. This is when taking the familiarity out of your relationship is really advantageous.

Following through?is where the best coaches distinguish themselves. This step is all about what you do with the information you have obtained from your client, team member or customer. This is where you take action, remove obstacles, brainstorm ideas, contact the right people, etc. It?s about taking responsibility for your role, instead of putting the problem on your client to solve on his own.

Finally, handling the problem is about ensuring that what you?ve done and heard is what the client or team member expressed. Confirming that their concern has been addressed accurately is essential to eliminate misunderstandings and disappointment.

With all of this being said, the bottom-line is this: remember to treat your team members and your clients and even your peers ? like customers. Now, we want to hear from you! What other customer service strategies do you utilize as a manager?

Join the 10th Annual July 4th Kids Parade

The 10th Annual ?Let Freedom Ring? Parade will begin in the parking lot of Immanuel Baptist Church at 23rd Street and South Main Street in Independence.

Participants will gather at 9:30 a.m. on Wednesday, July 4. The parade will start promptly at 10 a.m.

Bring your bells to ring, flags to wave, drums to beat, whistles to blow and horns to toot. Wear red, white and blue. Decorate your bike, wagon or scooter.

Everyone will walk, ride, or scoot north on South Main Street, ending at Historic Independence Square.

Independence Mayor Don Reimal will be riding with Ralph Goldsmith and his Pioneer Trails tour wagon.

Veterans are encouraged to participate and will take their place behind the color guard.

Enjoy a cold treat provided by Clinton?s ice cream shop at the end of the route.

Vice-President urges public to take part in UAE National Logo selection

In a post made on his twitter page, Shaikh Mohammad said that the brand logo will be used locally and abroad in all national promotional campaigns

Dubai: His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, urged public to participate in choosing a UAE National Brand logo from those uploaded on the UAE Prime Minister website (www.uaepm.ae).

The voting process begins on Sunday and ends on July 18, 2012. A total of five logos are available for the public to choose from.

In a post made on his twitter page, Shaikh Mohammad said that the brand logo will be used locally and abroad in all national promotional campaigns, projecting a unified UAE identity and highlight the uniqueness of the UAE.

Members of the public will be able to vote for one of the five logos uploaded on the Prime Minister?s website. The chosen logo will have variations that can be used in both Arabic and English.

Shaikh Mohammad said that the usage of the logo will be a part of a strategic plan that is based on coordination between governmental and non-governmental bodies to use major events held both locally and abroad to spread and narrate the nation?s message and story to the world.

The brand logo will be different from emblems and logos used for official purposes as it will be used to promote the UAE as a unified federal entity with a global economic influence that holds prestigious political position, and enjoys a diverse local environment that attracts tourism, economic and cultural activities.
