Twitter?s Promoted Tweets & Accounts Arrive On Mobile Apps

twitterTwitter?announced?today an update which will impact its mobile applications on iPhone and Android: it's bringing additional "Promoted Products" to the mobile platform, specifically Promoted Accounts and Promoted Tweets. The Promoted Products suite of advertising products, which includes Promoted Trends, Promoted Tweets (in search and in the timeline), and Promoted Accounts, have been available on the web for some time, including the mobile web interface at m.twitter.com. In select cases, they've also been available within the native applications. However, with the recent app updates being launched today, Promoted Accounts will now be added to both Twitter for iPhone and Twitter for Android, with Promoted Tweets to soon follow.

Kansas Man, Gean Brown Jr., Receives Lost Wallet After 35 Years

When Gean Brown Jr. misplaced his wallet while installing pipes in the attic of a Kansas home around 1976-77, he thought it was gone forever.

But more than 35 years later, Brown's wallet has been returned to him, KCTV5.com reports.

Shawn Wyckoff, the current resident of the house, found it while working on an antenna. He called all the numbers in the wallet but they were either disconnected or dead. A quick Internet search helped him find Brown's correct phone number.

"This guy 36 years later he goes up there and looks down -- there it is. Bang. Out in the open," Brown told the news source. "And he was decent enough to look me up and find it. He could have pitched it. I don't know this guy. (But he) gives it back."

In the wallet were Brown's original draft card, a picture of his sweetheart (who is now his wife), and photographs of his service in the Navy. Brown told KCTV5.com that although he can't offer a monetary award to Wyckoff, he'd like to take him out to dinner.

"He's a decent human being," Brown said.

Dwarf galaxy questions current galaxy formation models

ScienceDaily (Feb. 27, 2012) ? Researcher from the Centro de Astrof?sica da Universidade do Porto (Center for Astrophysics of the University of Porto) observed the dwarf galaxy I Zw 18, and found that much of what is known about galaxy formation and evolution might need substantial revision.

CAUP Astronomer Polychronis Papaderos, along with his colleague G?ran ?stlin (Oskar Klein Center, U. Stokholm), used the Hubble Space Telescope (HST) to get extremely accurate observations of the I Zw 18 galaxy. Their research led to the conclusion that this enigmatic blue compact dwarf might force astronomers to review current galaxy formation models.

I Zw 18 is one of the most studied dwarf galaxies, because among those that have strong star forming activity, it's one of the poorest in heavy elements. Besides, it's proximity to Earth, combined with a total exposure time of nearly 3 days, gave the researchers data with unprecedented resolution and sensitivity.

Analysis of these data revealed an extended gas halo surrounding this galaxy, 16 times larger than the star component of the galaxy, and without any stars. This halo is the result of huge amounts of energy generated by the starburst this galaxy is going through. This energy heats and disturbs I Zw 18's cold gas, which ends up emitting an amount of light comparable to what's being emitted by the stellar component. This emission is designated nebular emission.

Papaderos, a greek astronomer working in Portugal, comments that: "This is ground-breaking work because it provides the first observational proof that, in the early Universe, young galaxies that underwent starbursts must have been surrounded by a huge halo of nebular emission. This extended nebular halo results from the cumulative energetic output from thousands of massive stars exploding as supernovae, shortly after their formation."

So far, in distant galaxies where it's not possible to reach resolutions high enough in order to distinguish between nebular and star emission, it was assumed that the gas occupied the same region as the stars and stars were responsible for emitting most of the light.

This study showed that galaxies undergoing starbursts, similar to I Zw 18, might not obey this rule. This result might lead to substantial corrections in a lot of the work being developed in cosmology and extragalactic astronomy. An example is the estimate of star mass in a galaxy, which is calculated from the galaxies total luminosity. But, as these results shows, up to 50% of that luminosity might originate in nebular, and not star, emission.

Another result from this research shows that, according to Papaderos, "the distribution of nebular emission might be misinterpreted as a stellar disk. These galaxies, still in early stages of formation, might thus be wrongly classified as fully formed galaxies" (such as spirals or ellipticals), a classification mistake that might have happened in many past studies to determine galaxy evolution in the early Universe.

These results are also of importance for our understanding of galaxy formation, because the team concluded that I Zw 18 is extremely young, with most stars younger than 1 billion years. So this galaxy is currently undergoing the dominant phase of its formation, much like the ones formed shortly after the Big Bang.

With so many steamy spots to choose from in the world, we've narrowed our list down to natural hot, mineral, and geothermal springs in historic, picturesque locations, including two right here in the U.S. Here are some of the prettiest places to jump in and say "ahhh."

Banff Upper Hot Springs, Banff National Park, Alberta, Canada

Surrounded by dramatic alpine views, these hot springs in western Canada were considered a sacred healing site by the area's native residents. In 1882, workers building the Canadian Pacific Railway happened upon two of the spring pools at the base of Sulphur Mountain -- and the news quickly spread. The first European visitors arrived in 1884, and two years later construction on a bathhouse begun. The Banff Upper Hot Springs bathhouse, completed in the mid-1930s, has been declared a protected Heritage Building.

The benefits: Located at 5,200 feet above sea level, Canada's highest natural springs are rich in such minerals as sodium, magnesium, bicarbonate, calcium and sulfate, which have skin healing and muscle-relaxing properties. Despite their long journey from deep underground, these waters are also the hottest in the Rocky Mountain range, clocking in at up to a muscle-warming 104 degrees.

How to soak: The Banff Upper Hot Springs complex -- which includes one large pool and a bathhouse -- is located about a mile and a half south of the town center, and is accessible by public Banff Roam Bus service; buses run every 40 minutes. The pool is fed by water directly from the spring source, which lies in a protected part of the National Park. (www.hotsprings.ca, $7.30 entrance fee.)

Ma'In Hot Springs, Jordan

Like those of their neighbor, the Dead Sea, the healing powers of these desert oasis springs are biblical: King Herod would travel here often for medical treatment and legend has it that Salome did her famous dance in his nearby villa. Since then, kings, queens and commoners of all types have come to enjoy the hot and cold springs, many of which tumble down from picturesque waterfalls.

The benefits: Known locally as Hammamat Ma'in, the springs originate from winter rainfalls in Jordan's highland plains. As the water makes its way through the Wadi Zarqa Ma'in valley, underground lava fissures help heat them (temps range from 104 to 145 degrees) and infuse them with skin-healing minerals?such as?hydrogen sulfide, potassium, magnesium and calcium. Stand under one of the hyperthermal waterfalls for a natural deep-tissue massage.

How to soak: The springs are located in a desert valley near the Dead Sea, about 866 feet below sea level; it's about a 20-minute drive from the town of Madaba and one hour from capital city Amman. The public bathing complex at Hammamat Ma'in includes Roman baths at the base of a waterfall (visitjordan.com; $14 entrance fee). Job creators? Some cities are poachers instead

When the leaders of this small Iowa city became desperate to land a new department store, they didn't have to look far: They lured one from the city next door, along with up to 100 jobs.

The store called Von Maur agreed to leave Iowa City for a platter of incentives offered by Coralville, which promised to put up a bigger, $9.5 million building, to provide a $1.5 million parcel of land and to discount the store's property tax bill. It even offered $650,000 to cover any penalties related to the store's departure.

As the economy slowly strengthens, neighboring cities and states can be pitted against one another in the competition for jobs and development. But it's not always clear how many positions are actually created, rather than just poached and shuffled around. And some people question whether the deals are worth the high cost.

"I think it's ridiculous," Amber Wherry said after buying a pair of jeans at Von Maur in Iowa City, expressing concern about what will happen to Sycamore Mall when the store moves five miles to the new location, probably sometime in 2013.

Coralville first tried to negotiate with Nordstrom's, Target and others, but those companies weren't interested or the talks fell apart. Local leaders say the deal with Von Maur will attract other stores and restaurants to a new retail development. But Iowa City officials are bitter.

"It's a big blow to that mall and a big blow to that area of town," said Rod Sullivan, a supervisor in Johnson County, which includes both cities.

Communities of all sizes are launching a dazzling number of taxpayer-funded schemes to bring in new businesses or keep existing ones. They're giving grants and loans, cutting business taxes, building new infrastructure and bending the ears of anyone willing to hear a sales pitch.

The competition, which includes politicians of both parties, is often just spirited jousting among rivals. But in extreme cases, cities have been willing to raid their neighbors in the quest for jobs.

"You don't have to be a mathematical wizard to figure out that's never going to pay for itself," said Peter Fisher, research director of the Iowa Policy Project, a think tank that has estimated the value of Von Maur's incentives at $18 million. "It's simply not economic development. You are moving a store from one place to another. It doesn't do anything to increase the economy of Johnson County."

Making matters worse, he said, Iowa City residents are helping subsidize the move because Coralville is diverting tax money from the county and schools to pay for the project.

The system known as tax-increment financing allows cities to use property tax revenue in once-blighted or undeveloped areas to pay for incentives to attract businesses and for improvements such as streets and utilities. Every state but Arizona has authorized its own system.

But critics say the incentives have strayed from their original mission and are increasingly used to recruit employers to suburban developments at high cost and questionable benefit. Tax revenue is diverted from education and government services without much accountability.

Tax-increment financing districts "are a very popular economic tool. In effect, they are a way of raising money without raising taxes," said Richard Briffault, a Columbia University law professor who has written about the growth of TIFs. "They are widespread, but there's also pushback out there."

California Gov. Jerry Brown last year eliminated tax-increment financing when he signed a bill closing 400 redevelopment agencies.

Officials elsewhere are worried about what might happen in their states, said Toby Rittner, president and CEO of the Council of Development Finance Agencies, which represents 300 state and local government agencies. They are mobilizing to defend what they consider a powerful development tool.

"It's really tough to tell a community they shouldn't do something when they are looking at it from the perspective of, 'We need jobs. We need the tax base,'" he said.

The Von Maur deal has added to the momentum for changes in Iowa. Lawmakers are now considering banning cites from using the incentives to steal businesses from their neighbors. And some want to require additional study of the economic benefit of projects before they are approved.

Iowa City and Coralville are both financially stable and have low unemployment.

But leaders in Iowa City say Von Maur's closure will be devastating for Sycamore Mall, where a number of other stores have closed in recent weeks. A spokeswoman for Von Maur, a Davenport, Iowa-based chain, declined to comment.

Elected officials in Coralville, a relatively wealthy city of 19,000 with big box stores and affluent neighborhoods straddling Interstate 80, aren't backing down. They say they went after Von Maur only after learning its Iowa City location was struggling and was considering moving.

Coralville Mayor Jim Fausett said the development that will house Von Maur will transform what once was an industrial wasteland into a destination for shoppers. He credited the deal with helping persuade a brewpub to open nearby and drawing interest from other restaurants. New businesses could eventually mean hundreds more jobs in the retail, service and construction industries.

"It's finally now starting to really move forward," he said. "We think it's the right development for the area."

ITC closes the book on HTC's first complaint against Apple, still working on its sequels

Remember that first shot across Apple's bow that HTC fired way back May of 2010? No? We don't blame you. Since that initial exchange of complaints against each other the patent war has spun almost completely out of control. Well, in October an ITC judge handed down an initial ruling, rejecting the Taiwanese manufacturer's claim that Cupertino and crew had infringed upon its patents. Now, almost four months later, a final judgment has been issued, consistent with the initial decision -- Apple is not in violation of the patents in question (which primarily concern the dialer and power management features) and the investigation has officially been closed. Don't get your hopes up too much though, this is just the first complaint in a long series of suits the two have filed against each other and HTC can always appeal in a federal circuit court. In other words, there's plenty more where this came from.

Chips used in this particular study housed 20 doses each and results indicated that the delivery showed less variation than administered injections. In theory, microchips like these could be used alongside sensors that monitor glucose levels -- creating tech that could adapt to changes in a patient's condition.
